Job summary

Stantec is seeking a Senior Regulatory Specialist to provide task management and technical leadership on environmental permitting projects across the Mid-Atlantic and beyond. You will lead permitting strategies, NEPA and regulatory compliance for federal and state actions, coordinating with USACE, USFWS, VDEQ, and other agencies.

You will oversee technical report development, manage field surveys, and ensure QA/QC of deliverables while collaborating with multi-disciplinary teams and clients.

Qualifications

• Knowledge of state & federal laws & regulations and applicable policies & procedures to advise others on interpretations & activities with permitting and NEPA documentation.
• Hands-on experience managing permitting applications and NEPA documentation.
• Strong verbal and written communication, regulatory agency negotiations, and RFP responses.
• Ability to prioritize, organize, manage, and perform multiple work assignments simultaneously.
• Proficient with MS Word, Excel, Outlook, and GIS.
• Ability to read and interpret scientific/technical documents and plans for environmental resource impacts.
• Attention to detail to meet schedules, deadlines, and budgets.
• Self-motivated, self-directed, and able to work independently in a dynamic environment.
• Strong teamwork and client relationship skills.

Responsibilities

• Developing and executing environmental permitting strategy, regulatory strategy, environmental field surveys and construction compliance for a variety of projects and clients.
• Directing the development of permit applications, including Special Use Permits for actions on federal lands and various state/National permits.
• Participating in NEPA compliance strategy and documentation for federal/state projects.
• Directing technical report development for agencies such as USACE, USFWS, VDEQ, VMRC, FHWA, EPA, and others.
• Coordinating wetlands delineations, water determinations, species assessments, and related permitting tasks.
• Performing QA/QC reviews of environmental deliverables.
• Coordinating Environmental Compliance Monitoring inspections, staffing, and records.
• Collaborating on integrated environmental/engineering teams across permitting and post-approval stages.
