Job summary

Valley Water seeks an experienced Information Systems Analyst III to lead the deployment, administration, and governance of the District’s Enterprise EDRMS. This role drives sustainable information governance and serves as a technical lead on enterprise-scale initiatives.

You will oversee AI-enabled data classification, access controls, retention scheduling, and defensible destruction workflows, while collaborating with Cybersecurity, Legal Counsel, and executive leadership.

Qualifications

• 5+ years in enterprise systems analysis, governance, or related IT roles.
• Experience implementing or administering an EDRMS.
• Experience applying records retention schedules in a public agency.
• Experience designing automated workflows for document lifecycle management.
• Experience integrating platforms with data lakes or AI-enabled systems.
• Experience coordinating cross-functional stakeholders.
• Experience leading complex enterprise technology projects.

Responsibilities

• Lead deployment, configuration, integration, and ongoing administration of the District’s EDRMS platform.
• Oversee enterprise-wide data and document classification using AI-enabled tools with human validation.
• Administer records retention schedules across all document types and business units.
• Design automated document destruction workflows with Legal Counsel and leadership.
• Coordinate with Cybersecurity to implement access control frameworks.
• Govern data flowing into the District’s data lake and validate data quality.
• Develop system documentation, governance standards, and user training materials.
• Serve as project manager for complex system enhancements and cross-functional initiatives.
