Qualifications

• Bachelor's degree with 6+ years of relevant experience, or graduate degree with 4+ years.
• Secret clearance eligibility required; U.S. citizens only; no dual citizenship
• Demonstrated experience managing complex proposals and leading cross-functional proposal teams
• Strong understanding of proposal planning, development, compliance, and submission processes
• Proven ability to collaborate with Business Development, Capture Management, technical teams, and executive leadership

Responsibilities

• Lead full proposal lifecycle from capture strategy to submission.
• Develop plans, schedules, budgets, and resource requirements.
• Translate capture plans into actionable proposal strategies.
• Build and lead cross-functional proposal teams including engineering, pricing, PM, and subject matter experts.
• Conduct kickoff meetings, establish team responsibilities, and manage deadlines.
• Lead proposal status meetings, track progress, and elevate risks.
• Tailor proposal processes to meet program requirements while maintaining compliance.
• Support cost and pricing development and alignment with win strategies.
• Prepare and present proposal status updates to senior leadership.
• Lead BAFO and Final Proposal Revision activities and post-submission reviews.
