Key Responsibilities

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The incumbent develops policies and procedures and establishes necessary program support requirements for centralized management, physical distribution and order fulfillment programs.

Represents agency views and interests at various levels within and outside of the organization, including liaison with technical and professional associations and study groups. Develops innovative solutions to highly complex program problems and makes recommendations for improvement based on effective analysis and by adapting existing and/or applying evolving technology.

Oversees the process of developing, installing, and/or advising on major financial or other management control programs for distribution operations for purposes such as controlling operations, determining distribution costs, planning and budgeting, and evaluating distribution management performance.

May serve as a project manager responsible for accomplishing various analytical studies and/or projects involving complex programs, systems and issues that impact on multiple IRS locations and/or organizations. Prepares guidelines, instructions, and other documents to introduce new initiatives and to recommend effective operations consistent with policies and objectives pertaining to assigned program areas.

Requirements & Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
