Job summary

Counterpart International is seeking a Senior Director, Global Partnerships and Solutions to lead its U.S. Government business development portfolio. You will drive growth, donor engagement, and market positioning across key federal agencies, providing leadership to the U.S.

Government BD team and cultivating high-value relationships with USDA and DOS. You will guide capture and proposal efforts, lead USDA Food for Progress proposals, and collaborate with private sector partners to advance

Qualifications

• Bachelor’s degree and at least 15 years in international development with management experience.
• Proven success leading USDA Food for Progress proposals; Food for Peace experience preferred.
• Experience in key proposal roles: technical lead, lead writer, or strategy lead.
• Proven relationships with USDA and DOS; strong networks desirable.
• Strong understanding of U.S. Government procurement and donor priorities.
• Exceptional written and verbal communication; ability to tailor messaging to diverse donors.
• Fluency in spoken and written English is required.

Responsibilities

• Lead donor engagement, esp. USDA and DOS, and understand agency priorities.
• Develop and execute donor positioning to grow Counterpart’s U.S. Government portfolio.
• Oversee capture and proposal efforts including bid strategy and proposal oversight.
• Lead USDA Food for Progress proposals and related opportunities; Food for Peace experience welcome.
• Cultivate partnerships with private sector and other stakeholders to spur innovation.
• Oversee the U.S. Government BD team: opportunity ID, bid/no-bid, capture planning, proposals.
