Intrepid Acquisition Holdings, LLC seeks a Senior Director of Proposal Management to lead the enterprise proposal function, guiding a team of proposal professionals toward compliant, persuasive submissions for DoD, IC, and federal markets.

Reporting to the VP of Business Development, you will establish strategy, governance, and quality standards, collaborate across departments, and personally manage strategic bids when needed. A Top-Secret clearance is required.

Qualifications

• Bachelor’s degree in business, communications, English, marketing, management, or a related field; or equivalent education/experience.
• 12+ years of progressively responsible federal proposal development experience.
• At least 5 years of supervising or leading proposal professionals and multidisciplinary teams.
• Experience supporting DoD, Intelligence Community, and other federal procurements.
• Extensive experience managing the full proposal lifecycle from pre-solicitation through submission.
• Experience developing proposal strategies and facilitating formal color-team reviews.
• Proficiency with Microsoft Office applications and proposal collaboration tools.

Responsabilités

• Lead the enterprise proposal management function and establish standards for planning, development, review, production, submission, and post-submission activities.
• Supervise and develop Proposal Managers, Coordinators, Writers, and Graphic Designers, allocating resources across pursuits.
• Partner with Capture Managers to translate customer intelligence and win themes into compelling proposal content.
• Evaluate requirements and develop execution plans with schedules, assignments, and milestones.
• Lead kickoff meetings, stand-ups, and content reviews for proposal development.
• Plan and facilitate color-team reviews (Pink, Red, Gold) based on pursuit size and complexity.
• Ensure compliance, persuasiveness, visual effectiveness, and alignment with requirements and commitments.
• Maintain compliance tools, outlines, templates, matrices, and quality-control processes.
• Directly manage selected high-value proposals from planning to submission.
• Coordinate with SMEs to develop accurate technical, management, staffing, and past-performance content.
• Integrate proposal development with pricing, contracts, finance, and operations.
• Identify risks and resource constraints early; elevate issues when needed.
• Ensure commitments and supporting information are reviewed and authorized before submission.
• Oversee production, formatting, version control, quality assurance, and delivery.
• Develop and maintain libraries, templates, content, resumes, graphics, and lessons learned.
