Job summary

Torch Technologies is seeking a Senior Contracting Program Manager to support the C3C/Kessel Run division at Hanscom AFB, Bedford, MA. The role requires extensive DoD contracting and program management experience to support acquisition across the lifecycle, including cost, schedule, performance, and risk management.

Responsibilities include evaluating RFPs, developing acquisition strategies, coordinating with government teams, and ensuring compliance with applicable directives.

Qualifications

• U.S. Citizenship required.
• Bachelor’s degree in a related field with 12+ years of DoD program experience or 15+ years with 8+ years in DoD programs.
• Strong contract management knowledge, including RFPs, SOWs, and acquisition documentation.
• Excellent written and oral communication and leadership abilities.
• Experience with DoW/AF/AFMC/AFLCMC directives is a plus.
• Must be able to maintain a Secret clearance.

Responsibilities

• Support program leadership with analysis, solutions, and recommendations for contract execution and program health.
• Provide input on RFPs, specs, SOWs, CDRLs, and other proposal materials.
• Review acquisition documents and prepare programmatic assessments for consistency and accuracy.
• Develop and maintain acquisition documentation (MARs, SARs, APBs) for ACAT I–III programs.
• Coordinate with Government stakeholders and prime contractors; track deliverables and schedules.
• Prepare and support statutory/regulatory acquisition reports and milestone documentation.
• Identify policy gaps and communicate management needs across acquisition efforts.
