Revolutional seeks an experienced Program Manager (Cyber Program Manager, Sr) to lead a 24x7x365 SOC services program for a large federal agency. You will own incident management, threat intel, and SOC engineering, and interact with client contracting and program officials.

The role requires building plans, staffing, delivering on schedule and budget, and ensuring security compliance (NISPOM, FAR). You will supervise senior specialists and report to client leadership with responsibilities across

Qualifications

• Bachelor’s degree in a related field and 10+ years of professional experience.
• PMP certification plus 8 years of cybersecurity project management experience or 10 years of cybersecurity PM experience.
• Experience leading cross-unit project teams and briefing senior Government leadership.
• Experience managing federal cybersecurity or SOC services contracts with staffing, deliverables, and cost control.
• Ability to brief diverse external parties and leadership.
• Experience planning transition-in/out activities.
• Knowledge of FAR, NISPOM, DD Form 254, and FISMA/NIST frameworks.

Responsabilités

• Single point of accountability for overall contract management and performance.
• Develop and annually update the Program Management Plan and Communications Plan.
• Plan and execute transition plans, including documentation transfer and access readiness.
• Prepare and deliver monthly status, quarterly performance, weekly reports, and SOC metrics briefs.
• Schedule client meetings and ensure timely briefing materials and meeting minutes.
• Establish and implement plans; manage direction across all functions via managers and leads.
• Recruit, onboard, and retain qualified staff; oversee onboarding and background checks.
• Monitor staffing and certifications; take corrective action as needed.
• Track program risks, issues, dependencies, and mitigations for client officials.
• Manage cost, labor hours, and financial performance; support cost reviews.
• Oversee quality control of all deliverables through reviews.
• Coordinate with contracting and program officials on matters and security requirements.
• Ensure compliance with security and contracting requirements; support COOP planning.
