Job summary

phia, LLC seeks a Senior Defense Policy & Planning Advisor to lead research and analysis on cybersecurity, forensics, cyber training, and threat assessment. You will draw on literature, reports, stakeholder input, and data to evaluate current policies and identify trends and opportunities.

You will manage end-to-end policy projects, develop enterprise policy for execution and performance measurement, and present proposals to leadership.

Qualifications

• Experience developing and managing policy for defense or military organizations in forensics, cybersecurity, or cyber threat analysis.
• Strong analytical and problem-solving skills applied to complex technical and operational challenges.
• Proven ability to communicate effectively across all organizational levels and present complex information clearly, in writing and orally.
• Comprehensive knowledge of policies affecting cybersecurity, forensics, cyber training, and system development, applied to ensure compliance and guide project execution.
• Familiarity with national-level cyber intelligence programs.
• Knowledge of defense and intelligence community resource planning policy.

Responsibilities

• Conduct comprehensive policy research on cybersecurity, digital forensics, cyber training, and threat analysis.
• Develop policy proposals and recommendations for leadership review.
• Manage complex policy projects end to end with plans, timelines, and dependencies.
• Help establish enterprise policy for project execution and performance measurement.
• Proactively manage policy lifecycles to ensure current and compliant policies.
• Engage stakeholders, prepare materials, and represent the organization in forums.
• Prepare communications and presentations for government, academia, and industry stakeholders.
• Support tasking management across unclassified and classified networks and assist with the action officer program.
• Provide policy input to strategic planning, cyber exercise and continuity planning, and technology transfer.
