Job summary

Turner & Townsend is seeking a Senior Cost Manager / Quantity Surveyor for a major data center program in Cheyenne, WY. The role requires onsite presence ~3–4 days/week and leadership across cost management, reporting and procurement.

You will develop detailed cost plans, present executive summaries, and coordinate all cost data with design, GC, subs and vendors. A strong background in budgeting, forecasting, and contract management is essential.

Qualifications

• Bachelor’s degree in Construction Management, Quantity Surveying, Engineering, or related field.
• 5-7+ years in cost management, quantity surveying, estimating, or project controls on large projects.
• Experience with mission-critical, data center, industrial or high-tech construction strongly preferred.
• Construction consultancy experience strongly preferred.
• Knowledge of MEP systems and large-scale delivery advantageous.
• Strong budgeting, cost planning, reporting, forecasting and cost control background.
• Procurement strategies and contract management experience with vendors/contractors.
• RICS CCP or progress toward certification is advantageous.
• Excellent communication, negotiation and stakeholder management skills.
• Analytical problem-solving skills with attention to detail.
• Proficiency with cost management, estimating and project controls software.

Responsibilities

• Develop and maintain cost plans and estimates through design and delivery phases.
• Produce monthly cost reports, executive summaries, and funding data.
• Coordinate all cost information for validation and auditing.
• Lead procurement strategy, pricing reviews and contract negotiations.
• Manage final accounts and ensure timely agreement.
• Own change control, negotiate change orders and variances.
• Support cost risk analysis and contingency management.
• Ensure robust cost controls and Earned Value Management where applicable.
• Integrate cost with schedule and scope with project controls teams.
• Inform engineering priorities based on cost impact; drive VE initiatives.
