Qualifications

• 10+ years federal and defense contracts experience.
• DoD prime awards track record in tens of millions of dollars.
• Experience in a high-volume proposal environment (50+ per year).
• Full lifecycle administration of CPFF, CPAF, FFP, T&M, IDIQ and OTA.
• Experience guiding audits and advising executive leadership on obligations.

Responsibilities

• Lead solicitation reviews for RFPs, RFIs, OTAs and SBIR/STTR calls with compliance matrices.
• Own contracts, compliance, and certifications volumes and end-to-end submissions.
• Support pricing reviews and cost-volume development with CAS and DCAA readiness.
• Draft and negotiate NDAs, Teaming Agreements, MOUs, and SOWs with primes and subs.
• Build and maintain proposal library, boilerplate, and past-performance records.
• Negotiate complex contracts and amendments across multiple structures.
• Administer active contract portfolio: modifications, funding, deliverables, closeout.
• Provide contract briefs to Program Managers and executives; support program transitions.
• Ensure FAR/DFARS, ITAR/EAR compliance and NDAA supply-chain obligations.
