Job summary

EisnerAmper seeks a Senior Consultant - CDBG-DR in its Government Services Practice. The role focuses on supporting CDBG-DR engagements, ensuring regulatory compliance, and guiding disaster recovery program design for state/local grantees.

The candidate will draft amendments, develop compliant policies, and participate in business development while occasionally traveling to client sites or offices. Strong policy and analytical skills are essential.

Qualifications

• Bachelor's degree in Public Policy, Public Administration, or a related field.
• 3+ years of successful CDBG-DR grant management experience in a compliance or policy-related role.
• Strong policy background, including 2 CFR 200 and 24 CFR 570 compliance requirements, as well as applicable Federal Register Notices.
• Experience with pre-award, post-award, and closeout processes for CDBG-DR grants.
• Strong organizational skills and the ability to manage competing priorities under tight deadlines.
• Strong communication and analytical skills.
• Proficiency in Microsoft Office Suite, including Excel, Word, and PowerPoint. Familiarity with using and building tools in AI systems such as Claude, Copilot and ChatGPT.

Responsibilities

• Support CDBG-DR consulting engagements, including planning, execution, and delivery.
• Assist clients in maintaining compliance with Universal Notice, Stafford Act, 24 CFR 570, 2 CFR 200, and other applicable regulations.
• Assist clients in designing and implementing disaster recovery programs that meet eligibility requirements and National Objective.
• Apply knowledge to determine method of program implementation and design.
• Draft and/or evaluate grantee Action Plan Amendments to ensure compliance with CDBG-DR regulations.
• Develop policies and procedures that comply with all relevant regulations and the grantee's Action Plan.
• Ensure timely and accurate development of all client deliverables.
• Engage in business development activities such as conferences and responding to RFPs; identify funding opportunities and submit proposals.
• May require occasional extended hours and travel to/from firm offices and client locations.
