Job summary

Construction Material Testing seeks a Construction Quality Manager III to direct quality across a major program, owning the site quality management system, audit program, and the relationship with the owner's quality organization. You will develop every QC person on the program and lead Quality Managers and inspectors.

You set standards, approve quality control plans and ITPs, report metrics monthly, and coach staff.

Qualifications

10+ years in construction quality, with 5+ years managing quality programs and staff.
Experience with owner quality programs under ISO 9001, NQA-1, or DOT QA frameworks.
USACE CQM-C plus senior certification: ICC special inspector, NICET Level IV, or ASQ CQA/CMQ-OE.
Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

Establish the program quality management system: plans, procedures, forms, and the audit schedule.
Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
Lead internal audits and host owner, agency, and third-party audits.
Own the corrective-action program; Approve quality control plans, ITPs, and lab/subcontractor qualifications.
Report quality metrics—test pass rates, NCR aging, audit findings—to program leadership monthly.
