Job summary

United States Digital Space LLC in Singapore seeks a senior Tender & Procurement professional to oversee tender/purchasing operations, develop policies, and source equipment with optimal cost and quality. You will manage vendor performance, liaise with project stakeholders, and lead contract administration across LOAs, POs, and subcontracts.

Ideal candidates bring 10+ years in quantity surveying, expert cost estimation, and strong negotiation and communication skills, with proficiency in QS

Qualifications

• Minimum 10 years of experience as Quantity Surveyor in the construction industry with project value exceeding 50 millions.
• Bachelor's degree in Quantity Surveying, Construction Management, or a related field.
• Proficient in cost estimation, contract administration, and project financial management.
• Strong knowledge of construction contracts.
• Excellent negotiation, communication, and analytical skills.
• Proficient in QS software and Microsoft Office Suite.

Responsibilities

• Oversee Tender/Purchasing operations performed by PMC/EPC contractors.
• Formulate purchasing policies and strategies and maintain procurement systems.
• Source process equipment at competitive prices with timely delivery and required quality.
• Review and maintain Vendor Management System and Approved Vendor List.
• Negotiate and execute contracts; review and manage LOAs and POs.
• Establish contract reporting frameworks to track savings and vendor reliability.
• Liaise with Stakeholders, PMC, EPC, and legal/finance for due diligence and compliance.
• Oversee EPC commercial team on contracts and subcontracts, including variations and time claims.
