Job summary

Luster National seeks experienced Project Managers to support large, complex heavy civil infrastructure programs across highways, bridges, transit, aviation, and water projects in the United States. Candidates will manage scope, budget, schedule, and risk from design through construction and closeout within traditional and alternative delivery methods.

The role demands leadership of delivery teams, coordination with designers and contractors, and a track record of delivering high-value programs.

Qualifications

• Bachelor’s degree in construction management, civil engineering, construction engineering, or engineering management, or equivalent combination of education and experience.
• 10+ years of project management experience for large (> $500M), complex, heavy-civil infrastructure projects.
• Experience managing scope, budget, schedule, and risk on capital projects from design through construction and closeout.
• Experience coordinating designers, contractors, agencies, utility owners, and other third parties across the life of a project.
• Experience with industry standard project/construction management software (e.g., Primavera P6, MS Project, Unifier, Kahua).
• Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).

Responsibilities

• May lead delivery of assigned projects from planning through construction and closeout.
• Oversee scope, budget, schedule, and risk; provide early, honest reads to program leadership.
• Coordinate with designers, contractors, agencies, and third parties to align scope and schedule.
• Administer construction contracts, including submittals, RFIs, progress payments, and time extensions.
• Evaluate changes and claims for entitlement, cost impact, and schedule impact.
• Coordinate with program controls to develop cost forecasts, CPM updates, and earned value reporting.
• Oversee coordination with agencies, utility owners, and other third parties.
• Oversee construction staging and phasing to keep existing operations running.
• Oversee quality and safety compliance; ensure work matches approved docs.
• Oversee commissioning, operations readiness, and transition to maintenance.
• Report project status and forecast to leadership for funding decisions.
