Job summary

WESTERN REFINERY SERVICES, INC. seeks an Experienced Civil Estimator to identify, estimate, and secure profitable construction projects.

This role reports to the Construction Manager and collaborates with project managers, engineers, and field staff to ensure feasible, high-quality estimates and proposals. You will apply extensive civil construction knowledge, use HeavyBid/HCSS and MS Office tools, and contribute to long-term department success while supporting company growth in the Washington

Qualifications

• Bachelor's degree or equivalent combination of education and experience.
• Ability to read and interpret documents; write routine reports; speak before groups.
• Experience with HCSS, MS Office, Bluebeam and general computer skills.
• Deep knowledge of civil construction methods and estimating practices.

Responsibilities

• Procure construction projects aligned with company objectives and capacity.
• Oversee project constructability and efficient execution.
• Develop accurate estimates, bids, and proposals driving profitability.
• Collaborate with project managers and field staff on means, methods, and schedules.
• Lead estimating tasks and delegate to appropriate personnel.
• Communicate estimates clearly to customers and management.
• Analyze historical data to improve estimating accuracy and identify trends.
