Job summary

HPM is seeking a Senior Civil Engineer to act as the Owner's primary technical advisor for site development and civil infrastructure. You will guide design strategy, perform preliminary design, and oversee permitting strategy across municipal, commercial, industrial, and institutional programs.

Responsibilities include leading site due diligence, peer-reviewing EOR packages, evaluating mass earthwork, and coordinating with regulators to maintain project schedules.

Qualifications

• Education: B.S. in Civil Engineering.
• Licensure: Active Professional Engineer (PE) license.
• Experience: 10-15+ years in site civil design and related fields.
• Broad expertise in site due diligence, utility navigation, earthwork analysis, stormwater, and permitting.
• Strong written and verbal communication for client presentations.

Responsibilities

• Lead technical evaluations of candidate sites, reviewing geotechnical reports, topography, flood hazards, wetlands, and utility access.
• Peer-review 30/60/90% civil engineering deliverables from third-party EORs for constructability and code compliance.
• Evaluate site plans for cost efficiency and constructability.
• Audit earthwork calculations and remediation strategies; lead VE efforts on earthwork and utilities.
• Review layouts for industrial and commercial functionality including truck turn radii, loading docks, and rail access.
• Map permitting requirements at local, state, and federal levels and represent Owner in meetings with authorities.
• Serve as neutral technical expert to resolve design disputes among Owner, GC, and EOR.
