Job summary

Apex Companies is seeking a Sr Civil Engineer/Project Manager to lead the growth and delivery of our infrastructure practice across Oregon and SW Washington. Based in Portland or Vancouver, WA, you will develop client relationships, lead high-performing teams, and manage complex projects with a strong seller-doer approach.

You will guide pursuit, proposals, and interviews, expand our presence with public and private clients, and mentor staff while aiming for strategic local growth.

Qualifications

• Bachelor’s degree in Civil Engineering or related field.
• 12+ years of progressive experience in infrastructure engineering, project management, and team leadership.
• PE license in OR and WA, or ability to obtain within six months.
• Proven record managing infrastructure projects for NW region.
• Experience leading multidisciplinary design projects from pursuit to construction.
• Strong business development, client relationship, and project pursuits.

Responsibilities

• Support business development across Oregon and SW Washington by identifying opportunities and expanding accounts.
• Develop relationships with WSDOT, local municipalities, counties, ports, and other public agencies.
• Lead seller-doer initiatives with pursuit preparation, proposals, and interviews; drive annual growth.
• Provide senior oversight for multidisciplinary infrastructure projects with >$1M annual value; mentor staff.
• Oversee roadway, highway, bridge, multimodal and corridor improvement projects; ensure scope, schedule, budget, quality, and client satisfaction.
• Coordinate cross-functional teams; balance resources and workloads to meet objectives.
• Mentor engineers and project managers; support regional staffing strategies and succession planning.
• Represent Apex in client meetings, industry groups, and community events; enhance market presence.
