This role will be actively engaged throughout the entire lifecycle of an opportunity from identification to final award.

Responsibilities
  1. Assess candidate opportunities and develop compelling and comprehensive strategies to capture those opportunities.
  2. Leverage capabilities and experience across Nightwing’s Business Units to identify and enact creative and innovative approaches.
  3. Lead and manage all stakeholder relationships (individuals, key people, teammates, working groups, etc.) to produce a discriminating offer that is competitive, compliant, and responsive to RFP requirements and customer issues.
  4. Create and maintain capture artifacts and effectively track and communicate actions, gaps, and accomplishments.
  5. Formulate teaming strategy, structure, and selection using analytical assessments of Nightwing’s strengths and weaknesses against customer issues, SOW/RFP requirements, and the competitive landscape.
  6. Present capture plans, gate reviews, and proposal plans to the executive team and effectively incorporate constructive input.
  7. Select the key personnel/management team members that meet RFP requirements and align to a discriminating win strategy.
  8. Actively engage in developing the price-to-win strategy by collecting and analyzing competitor pricing trends, contract performance history, customer buying habits, and recent awards of similar contracts.
  9. Oversee the design of the technical and management solutions and ensure the solutions align to the win strategy and price-to-win targets.
  10. Actively participate in proposal planning and development, to include drafting and reviewing content.
  11. Work with the Nightwing contract transition lead and project manager to ensure a smooth and full transference of proposal concepts, ideas, and strategies into contract operations.
  12. Perform additional duties and responsibilities as necessary to optimize capture and proposal operations.
Minimum Qualifications
  1. 10 years relevant progressive experience with Bachelor’s degree in related field; 8 years relevant progressive experience with Master’s degree in related field; or high school diploma or equivalent and 14 years relevant progressive experience in related field.
  2. Current TS/SCI Clearance.
  3. Proven track record in capturing/winning programs across the DoD and Intelligence Community.
  4. Demonstrated expert knowledge of U.S. federal Government services/solutions contracting/buying practices.
  5. Direct familiarity with various acquisition pathways and vehicles (General Services Administration (GSA), One Acquisition Solution for Integrated Services (OASIS), ASTRO, IAC MAC, etc.).
  6. Knowledge and experience with the Federal Systems Integration and Management Center (FEDSIM) organization (now AAS), its key leadership, and procurement history.
  7. Excellent oral and written communication skills, especially at an executive briefing level demonstrated through written and oral presentations, development of technical papers, volumes, or similar products.
  8. Demonstrated skills in all areas of business development including opportunity qualification, capture strategy, management and technical solution development, customer visits, customer relationship development, competitive intelligence, and team leadership.
