Location: This remote role is open within the Washington, DC metro area, with in-person meetings scheduled as needed. Candidates must be authorized to work in the U.S. as Bixal does not sponsor visas.

We seek an experienced Senior Capture Manager with a focus on federal government contracting. The ideal candidate will lead efforts to identify, capture, and win federal contracts aligned with our strategic goals, requiring deep knowledge of federal procurement, strong stakeholder relationships, and a successful track record in federal technology contracts, especially in health sectors.

Key Responsibilities:

1. Lead the capture process for federal opportunities, including strategy development, competitive analysis, and customer requirements assessment.
2. Identify and qualify new federal business opportunities, especially in health technology.
3. Develop and maintain a pipeline of prospects aligned with company growth.
4. Manage contract vehicles and key milestones in the capture process.

Networking & Relationship Building:

1. Build and maintain relationships with federal stakeholders, including agency leaders and contracting officers.
2. Attend industry events to increase visibility.
3. Establish relationships with partners and subcontractors, ensuring alignment with strategies.
4. Use social media to enhance brand presence and stakeholder engagement.

Market Analysis:

1. Conduct research on federal procurement trends and agency priorities.
2. Develop strategic plans for federal business development.
3. Provide regular updates on capture progress and market intelligence.

Proposal Development:

1. Lead and contribute to high-quality, compliant proposals.
2. Integrate key strategies and themes into proposals.

Qualifications:

1. Bachelor’s degree plus 7+ years of relevant experience or equivalent.
2. Proven success in federal business development and capture management.
3. Deep understanding of federal procurement processes (FAR, DFARS, etc.).
4. Knowledge of health technology trends and regulations.
5. Excellent communication, networking, and proposal writing skills.
6. Ability to lead cross-functional teams and manage complex efforts.
7. Proficiency in Microsoft Office and capture tools.
