Job summary

GovCIO is seeking a Senior Financial and Budget Analyst to support DHS ICE budget formulation, execution, and data analytics in a fully remote capacity. The role emphasizes strategic guidance, cost analysis, and dashboard development for mission alignment.

Ideal candidates will have a Bachelor’s degree and 10+ years in federal financial analysis, with DHS experience and the ability to lead teams and coordinate with stakeholders nationwide.

Qualifications

• Bachelor’s Degree required or commensurate experience.
• 10+ years of experience in dynamic customer delivery environments (2 years can be replaced with a Master’s Degree).

Responsibilities

• Provide strategic/programmatic guidance and portfolio management to stakeholders.
• Participate in budget formulation and execution processes.
• Provide briefings and guidance to senior internal and external stakeholders.
• Develop costing data and program analysis to capture financial savings.
• Capture and analyze budget requirements and lead resolution activities.
• Develop financial management deliverables (white papers, issues papers, risk assessments).
• Analyze candidate projects to justify, prioritize, and structure value.
• Assist in Multi-Year Planning (MYP) activities.
• Coordinate Budget Formulation exercises with stakeholders.
• Develop leadership briefings to elicit budget or project issues and risks.
• Monitor execution year budget figures and ensure funds are obligated on time.
• Lead analysis of budgetary needs and response to mission needs.
• Work with team to analyze changes in requirements and propose expedient solutions.
• Translate complex issues into clear narratives using advanced writing skills.
• Prepare meeting agendas and create succinct visualizations using PowerPoint.
