Job summary

City and County of Honolulu's Budget and Fiscal Services (BFS) seeks an analytical finance professional to shape how the City allocates resources. You will review capital and operating budget requests, help develop long-range fiscal programs, and ensure alignment with program goals, driving effective use of budget to strengthen the community.

You will participate in hearings, provide justification for recommendations, and guide work program development while ensuring compliance with directives

Qualifications

• Bachelor’s degree in political science, public or business administration, economics or related field.
• Master’s degree may substitute for six months of experience; government experience cannot be substituted for the one year requirement.
• Education must be completed by application; foreign credential evaluation may be required.

Responsibilities

• Attend budget hearings and justify budget recommendations.
• Guide development of work programs and expenditure schedules.
• Analyze and recommend on supplementary appropriations and transfers.
• Review departmental organization, allocation of functions, and personnel utilization.
• Conduct studies to identify opportunities for efficiency improvements.
• Explain budget directives to departmental officials and follow up for compliance.
