Job Description: Budget Analyst

The Department of Budget and Management Services provides budget review and policy analysis to top decision makers throughout the City organization, functioning as an internal consultant to departments and leadership. The successful candidate will participate in the analysis of departmental budgets, review and analyze the fiscal impact of new and redevelopment projects, research and evaluate policies and alternatives, develop and summarize financial information for communication with leadership and citizens, and make recommendations on revenue.

The work is challenging and offers a high level of flexibility and autonomy, while also requiring collaboration with staff at all levels of the organization. The successful candidate should have strong communication skills, be self-motivated, and demonstrate critical thinking abilities. A solid understanding of local and regional economic conditions and their influence on the City over time is essential.

Responsibilities include but are not limited to:

1. Review, analyze, evaluate, and recommend budget requests, appropriations, and adjustments to determine fund availability and impact on the budget, either independently or with senior analysts.
2. Manage all aspects of Operating and CIP Budget reviews and development, providing recommendations for less complex City agencies and programs.
3. Participate as a member of City teams as needed.
4. Identify sources for further research, conduct basic research, and analyze data to assist in preparing annual budget documents, reports, revenue/expenditure forecasts, and program evaluations.
5. Assist in developing revenue manuals and Operating and CIP instruction manuals.
6. Enhance analytical skills to handle progressively responsible assignments.
