Job summary

City and County of Honolulu's Budget and Fiscal Services (BFS) seeks an analytical finance professional to shape how the City allocates resources. You will review capital and operating budget requests, help develop long-range fiscal programs, and ensure alignment with program goals, driving effective use of budget to strengthen the community.

You will participate in hearings, provide justification for recommendations, and guide work program development while ensuring compliance with directives

Qualifications

  • Bachelor’s degree in political science, public or business administration, economics or related field.
  • Master’s degree may substitute for six months of experience; government experience cannot be substituted for the one year requirement.
  • Education must be completed by application; foreign credential evaluation may be required.

Position Information

Ensuring Every Dollar Drives the City Towards a Brighter Future Is finance your specialty? Especially reviewing, analyzing, and making budget recommendations? The Department of Budget and Fiscal Services (BFS), Budgetary Administration, is looking for an analytical and detail-oriented professional to help shape how the City’s resources are allocated to support its departments and programs. This role involves reviewing and analyzing capital improvement and operating budget requests, participating in the development of long-range fiscal programs, and ensuring budget requests align with the City’s program goals and objectives. You’ll play a crucial role in using the budget effectively to improve our community.

What You Will Do
  • Attend budget hearings and present the justification for budget recommendations.
  • Give guidance in the development of work programs and expenditure schedules.
  • Analyze and make recommendations on supplementary appropriations and transfer of funds between and within activities.
  • Review and analyze departmental organizational structure, allocation of functions, and personnel utilization as they relate to the budgetary program.
  • Conduct studies on departmental functions, work procedures, and practices to identify opportunities for improved efficiency.
  • Confer with departmental officials to explain and advise on budgetary and management directives and follow up for compliance.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

Education Requirement

Equivalent to graduation from an accredited four-year college or university with a Bachelor’s degree in political science, public or business administration, economics or a related field.

Substitution: Work experience may be substituted for a bachelor’s degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor’s degree.

For Example
  • Four years of professional work experience, in any occupation, may substitute for a general bachelor’s degree.
  • Four years of general work experience (does not need to be professional level experience) in budget/fiscal/business management may substitute for a general bachelor’s degree.
  • Education must have been completed by the time of application in order to be credited. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

Experience Requirement

Three (3) years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives, one of which shall have been in a governmental agency.

SUBSTITUTION

A Master’s degree in Business Administration or Public Administration from a regionally-accredited college or university will substitute for six months of the required three years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives. There is NO substitution for the one year of experience in a governmental agency. Education must have been completed by the time of application in order to be credited. Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college or university in the United States.   • Ability to communicating facts and recommendations clearly while maintaining effective working relationships.
