Equivalent to graduation from an accredited four-year college or university with a Bachelor's degree in political science, public or business administration, economics or a related field.

Three (3) years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives, one of which shall have been in a governmental agency.
A Master's degree in Business Administration or Public Administration from a regionally-accredited college or university will substitute for six months of the required three years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives. There is NO substitution for the one year of experience in a governmental agency.
Education must have been completed by the time of application in order to be credited. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided.
