Jobgether is seeking a Business Development & Proposal Manager to drive strategic growth in transportation and infrastructure. The role is remote within the United States, focusing on California clients and opportunities across CA, WA, and AZ.

You will lead capture planning, manage complex pursuits, and coordinate cross-functional teams to deliver compelling proposals. Candidates should bring 10+ years in business development, strong writing and relationship skills, and experience managing

Qualifications

• Four-year degree in English, marketing, journalism, communications, or related field.
• California transportation experience with CA clients is required.
• 10+ years of business development lifecycle experience including marketing, communications, client management, capture planning, and proposal development.

Responsibilities

• Lead the full proposal lifecycle from capture planning through final submission and interviews.
• Manage multiple large, long-term pursuits with quality, timelines, and strategic alignment.
• Develop win themes, messaging, and narratives to communicate value of proposed solutions.
• Coordinate proposal resources across proposal specialists, design, production, and internal stakeholders.
• Drive early capture planning and guide development of complex opportunities with capture managers.
• Conduct opportunity research, assess potential, and prioritize pursuits.
• Maintain CRM records and capture management plans per templates and standards.
• Strengthen client relationships through industry events and proactive engagement.
• Lead high-priority client management plans and document outcomes in CRM.
• Collaborate with marketing for early positioning and client engagement strategies.
• Oversee proposal teams, assign responsibilities, and support workload planning.
• Provide input on staff training needs and development plans.
