Job summary

Jobgether is seeking an experienced Business Development and Proposal Manager for a remote leadership role in the United States. You will drive strategic growth in transportation and infrastructure, managing complex pursuits across regional lines and coordinating with BD, capture, marketing, and proposal teams.

You will shape client engagement strategies, ensure proposal quality from planning through submission, and guide teams to win high-value opportunities in CA, WA, and AZ.

Qualifications

• Four-year degree in English, marketing, journalism, or communications is required.
• California Transportation Experience is required.
• 10+ years of BD lifecycle experience (marketing, communications, client management, capture planning, proposals).
• 3+ years of capture planning experience.
• Proven success in proposal development and management from capture to final submission.
• 5+ years progressively responsible BD lifecycle experience.
• 2+ years supervisory experience.
• Strong writing, editing, and presentation skills.
• Ability to coordinate across teams and manage multiple complex pursuits.
• Professional certifications in BD/marketing/communications are desirable.

Responsibilities

• Lead the full proposal lifecycle from planning to submission and interviews.
• Manage multiple large, long-term pursuits concurrently.
• Develop winning win themes and proposal narratives.
• Coordinate resources across proposal specialists, designers, and production teams.
• Drive capture planning and identify early opportunities.
• Conduct opportunity research and set priorities.
• Maintain CRM records and capture plans.
• Strengthen client relationships through events and engagements.
• Lead client management planning and cross-team alignment.
• Coordinate marketing input for early opportunity positioning.
• Supervise staff and support workload planning.
