Jobgether seeks a seasoned Business Development & Proposal Manager in the United States to lead the full proposal lifecycle for transportation and infrastructure pursuits. The role partners with BD leaders, capture managers, and marketing to craft winning strategies and ensure high-quality submissions across California, Washington, and Arizona.

Requirements include a four-year degree and 10+ years in BD lifecycle roles, with at least 3 years in capture planning and 2 years supervising staff.

Qualifications

• Education requirement: four-year degree in English, marketing, journalism, or communications.
• Extensive experience in business development and proposal management.
• Experience with transportation clients in California is required.
• Experience in capture planning and proposal management.
• Proven ability to lead multiple complex pursuits and meet deadlines.
• Strong writing, editing, and verbal communication skills.

Responsibilities

• Lead Proposal Development: manage the full lifecycle from planning to submission.
• Manage Complex Pursuits: oversee multiple long-term opportunities.
• Develop Winning Strategies: craft win themes and persuasive narratives.
• Coordinate Proposal Resources: direct proposal specialists and production teams.
• Drive Capture Planning: initiate and guide capture activities.

• Maintain CRM records and templates adherence.
• Strengthen Client Relationships through events and outreach.
• Lead Client Management Planning and meetings.
• Coordinate Market Positioning with marketing teams.
• Support Team Leadership and workload planning.
