Job summary

Jobgether seeks a Business Development & Proposal Manager in the United States to drive growth in transportation and infrastructure. This remote leader coordinates capture planning, client engagement, and end-to-end proposal management across regional lines.

You will collaborate with BD leaders, capture managers and marketing to craft winning strategies, manage resources, and deliver high-quality submissions on schedule. A four-year degree and California BD experience are required.

Qualifications

• Four-year degree in English, marketing, journalism, communications or related field.
• Experience with transportation clients in California is required.
• 10+ years across the business development lifecycle including capture and proposals.
• 3+ years supporting capture planning activities.
• Proven success from capture to final proposal submission.
• 5+ years in BD lifecycle functions with increasing responsibility.
• 2+ years supervisory experience, where applicable.
• Strong writing, editing and presentation skills.
• Ability to manage multiple complex pursuits and deadlines.
• Willingness to work with cross-functional teams in BD, capture, marketing and proposals.
• Certifications in BD/marketing/sales are desirable.

Responsibilities

• Lead proposal development across the full lifecycle and ensure timely submission.
• Manage multiple complex pursuits with quality and strategic alignment.
• Develop win themes and persuasive proposal narratives.
• Coordinate proposal resources including designers and production teams.
• Drive capture planning and early opportunity identification.
• Research opportunities and establish priorities for pursuits.
• Maintain CRM records and capture management plans.
• Strengthen client relationships through events and outreach.
• Develop and manage high-priority client management plans.
• Collaborate on market positioning with marketing and communications teams.
• Supervise proposal specialists and support workload planning.
• Contribute to staff development and training within BD teams.
