Job summary

Knowledge Services is seeking a Resiliency Program Manager for a contract through the end of June 2027, with potential for extension, in Gardiner, Maine. Hybrid work arrangement requires living within 2 hours of Gardiner.

The role oversees a Roof and Flood Mitigation Resiliency Program, including coordination with insurers, construction professionals, and external partners to ensure compliant, efficient program delivery. UAT, training materials, and stakeholder engagement are key requirements.

Qualifications

• Bachelor's degree or equivalent experience in public administration, business administration, finance, emergency management, insurance, public policy, engineering, construction, risk management, or related field.
• Experience with User Acceptance Testing (UAT).
• Experience creating training materials.
• Experience engaging with stakeholders.

Responsibilities

• Support development, implementation, administration, and continuous improvement of a Roof and Flood Mitigation Resiliency Program.
• Oversee financial assistance initiatives to help property owners reduce vulnerability to natural hazards.
• Coordinate with internal stakeholders, insurers, construction professionals, technology partners, contractors, and evaluators to ensure program delivery and compliance.
• Support program implementation, operational setup, and ongoing process improvements.
• Conduct user acceptance testing (UAT) to ensure system functionality and alignment with requirements.
• Review training and program materials for accuracy, completeness, and consistency.
• Manage and review applications for completeness, eligibility, and compliance with guidelines.
• Serve as SME on program policies and procedures and guide applicants through the lifecycle.
• Coordinate with contractors, evaluators, and external partners to facilitate reviews and approvals.
• Monitor applications through all review stages and communicate with all parties.
