Qualifications

• Minimum 6+ years of relevant professional experience.
• Bachelor's degree in Information Systems, Computer Science, Information Technology, Business, Engineering, or related field.
• Own and maintain authoritative system specifications with complete, consistent, implementation-ready requirements.
• Map input/output behavior, state transitions, edge cases, and downstream impacts across integrated systems.
• Translate complex policies into testable system logic with traceability to requirements.
• Define validation criteria and test scenarios to verify calculations and workflows.
• Collaborate with engineering and QA to ensure accuracy, auditability, and stability.
• Deliver measurable outcomes in complex, mission-critical environments.
• Communicate clearly with diverse audiences about tradeoffs and risks.
• Must obtain and maintain federal background investigation and suitability.

Responsibilities

• Develop and maintain authoritative system specifications for functional requirements and technical behaviors.
• Map behavior and data transformations across integrated systems.
• Translate policies into precise, testable system logic with traceability to requirements.
• Define validation criteria and test scenarios for calculations and workflows.
• Identify ambiguity early and partner with engineering/QA to protect accuracy and stability.
• Support backlog refinement, release-readiness evidence, and cross-team communication.
• Coordinate monthly performance reporting and KPI trend analysis.
• Maintain traceability among requirements, backlog items, and testing evidence.
