Job summary

GovCIO is hiring a Senior Program Analyst to support enterprise logging and observability programs for federal operations. You will coordinate Agile delivery, change management, requirements tracking, and governance to ensure successful sustainment and modernization of Splunk and Elastic services.

Remote within the United States. You will work with government customers, technical teams and stakeholders to maintain program artifacts, dashboards and operational reporting.

Qualifications

• Bachelor's degree with 2–5 years of experience or commensurate experience.
• SharePoint configuration and design experience.
• Ability to understand enterprise logging and cloud systems and identify training gaps.
• Excellent skills in working with customers and stakeholders.
• Experience supporting Agile teams, sprint planning, backlog management and work tracking.
• Experience using Jira, ServiceNow or similar tools.
• Experience supporting change management and process improvement activities.
• Experience developing and maintaining SOPs, process docs and program artifacts.
• Strong organizational, communication and stakeholder coordination skills.
• Proficiency with MS Office (Word, Excel, PowerPoint, Teams).

Responsibilities

• Design and configure a SharePoint site for stakeholder use.
• Coordinate training for stakeholders to use Elastic.
• Coordinate Agile sprint activities, daily standups, planning, retrospectives and backlog management.
• Support development, review, refinement and tracking of user stories and work items.
• Monitor program activities to ensure alignment with schedules and customer requirements.
• Support change management processes including coordination, documentation and tracking of changes.
• Collaborate with engineering teams to ensure completion of deliverables and documentation.
• Develop, maintain and update SOPs, process docs and implementation guides.
• Support operational reporting, metrics, dashboards and program status reporting.
• Assist with ServiceNow workflow management and operational support.
• Support onboarding/offboarding of program personnel.
• Coordinate training, knowledge management and stakeholder communications.
• Maintain records in Jira, ServiceNow, SharePoint and other platforms.
• Support sustainment and modernization of enterprise logging, monitoring and observability services.
• Provide backup support for Scrum Master, Product Owner and other PM functions.
