Job summary

GovCIO is seeking a Senior Program Analyst to support enterprise observability and logging services, including Splunk and Elastic, for critical federal operations. The role ensures coordination between technical teams, stakeholders, and government customers while supporting Agile delivery, change management, and requirements tracking.

The position emphasizes program governance, documentation, and operational reporting, with remote work within the United States.

Qualifications

• Bachelor's with 2-5 years of experience.
• SharePoint configuration and design.
• Ability to understand enterprise logging and cloud systems; identify training gaps.
• Excellent skills working with customers and stakeholders.
• Experience supporting Agile teams, sprint planning, backlog management, and work tracking.
• Experience using Jira, ServiceNow, or similar tools.
• Experience supporting change management and operational process improvement.
• Experience developing and maintaining SOPs, reports, and program artifacts.
• Strong organizational, communication, and stakeholder coordination skills.
• Proficiency with Word, Excel, PowerPoint, and Teams.

Responsibilities

• Design and configure a SharePoint site for stakeholders.
• Coordinate training for stakeholders to use Elastic (logging/observability).
• Coordinate Agile sprint activities, daily standups, planning, retrospectives, backlogs.
• Support development, review, refinement, and tracking of user stories and requirements.
• Monitor and track program activities to align with schedules and customer requirements.
• Support change management processes and tracking of infrastructure changes.
• Collaborate with engineering teams to ensure delivery of artifacts.
• Develop and maintain SOPs and implementation guides.
• Support operational reporting, dashboards, and program status reporting.
• Assist with ServiceNow workflow management and process coordination.
• Support onboarding/offboarding for program personnel.
• Coordinate training and stakeholder communications.
