GovCIO is seeking a Senior Program Analyst to support enterprise observability and logging services for critical federal operations. You will coordinate Agile delivery, manage requirements, and maintain program artifacts while liaising with government customers and technical teams.

The role emphasizes training coordination, SOP development, and operational reporting across Splunk and Elastic services, with full remote work within the United States.

Qualifications

• Bachelor's degree with 2-5 years of related experience
• Experience configuring and designing SharePoint sites
• Ability to understand enterprise logging and cloud systems
• Proactive training gap identification and feedback to training teams
• Excellent customer and stakeholder engagement skills
• Experience supporting Agile teams, sprint planning, backlog management
• Experience with Jira, ServiceNow or similar tools
• Experience supporting change management and process improvement
• Experience developing SOPs, reports and program artifacts
• Strong organizational and communication skills
• Proficiency with Word, Excel, PowerPoint, and Teams

Responsibilities

• Design and configure SharePoint sites for stakeholders
• Coordinate training for Elastic usage
• Coordinate Agile sprint activities and backlog management
• Support creation and tracking of user stories and requirements
• Monitor program activities to align with schedules and priorities
• Support change management processes and documentation
• Collaborate with engineering to deliver operational artifacts
• Develop and maintain SOPs, guides, and implementation docs
• Support dashboards, metrics, and status reporting
• Assist with ServiceNow workflow management and onboarding/offboarding
• Coordinate training and knowledge management activities
• Maintain records in Jira, ServiceNow, SharePoint, and other tools
• Provide backup support for Scrum Master and Product Owner
• Coordinate with government stakeholders and project leadership
