Job summary

Lumen is seeking a Senior Lead Project Controls Specialist in a remote, U.S.-based role. You will shape resource planning and Expenditure governance across Custom Networks and CN Shared Resources, building data-driven models that connect demand with workforce supply and delivery capacity.

You will partner with project controls, operations, engineering, finance, and leadership to identify gaps, vacancies, and risks, delivering actionable recommendations to strengthen planning accuracy and

Qualifications

• Bachelor’s degree in Engineering, Business, Operations, Analytics, or a related field.
• Eight or more years of experience in project controls, resource planning, workforce planning, or related discipline.
• Strong experience building resource models, capacity plans, workload forecasts, dashboards, and scenario analyses.
• Knowledge of project controls, portfolio management, and governance routines.

Responsibilities

• Lead short-, medium-, and long-term resource planning across project teams and business functions.
• Build and maintain resource supply-and-demand models reflecting workloads, vacancies, contractor needs, skills, and capacity constraints.
• Develop scenario-planning frameworks, dashboards, and reporting views showing resource demand, utilization, and planning risks.
• Identify resource gaps, skill constraints, and capacity risks; propose practical options for delivery commitments.
• Partner with leaders to align resource plans with schedules, planning cycles, and changing priorities.
• Facilitate cross-functional planning and governance sessions to validate assumptions and mitigate risks.
• Translate data and modeling outputs into concise recommendations for senior leaders.
• Improve planning standards, data quality, and forecast reliability.
