Job summary

ICF is seeking an experienced Contracts Manager to lead a team of contract administrators supporting state, local, commercial, and occasional federal contracts. The role emphasizes proposals, contract administration, and risk management with a strong leadership component.

The successful candidate will manage a portfolio of active contracts, collaborate with senior management, and work East Coast hours with a remote-first approach for the 48 contiguous US, including hybrid work in Reston, VA.

Qualifications

• 5+ years of experience in contracts administration
• 3+ years of management/supervisory experience
• 5+ years of experience with state and local, regulatory frameworks, and client procurement requirements
• 3+ leading and writing business/price volume proposals

Responsibilities

• Independently handle multiple proposals, negotiations, contract award and administration
• Establish effective relationships with senior account leaders and program teams
• Develop business/price volumes to address requirements and mitigate risk
• Assess critical contract obligations and provisions, including gaps and risks
• Advise on contract revisions to meet client and ICF needs
• Coordinate various agreements with accounting, legal, tax and other functions
• Manage and review work products in a dynamic environment
