Job summary

GE Vernova is seeking a Certified Payroll & Prevailing Wage/Apprenticeship Compliance Coordinator to oversee Davis-Bacon Act and IRA 45U/45Y documentation for federally funded projects. You will ensure accuracy, timeliness, and regulatory compliance while coordinating with Tax Compliance, Corporate Legal, and contract teams.

Qualifications

• Minimum: Associate's degree in Business Administration, HR, Accounting, or related field.
• Preferred: Bachelor's degree in Business Administration, HR, Labor Relations, or related field.
• Minimum: 3–5 years of payroll administration, HR compliance, or labor relations experience.
• Preferred: 2+ years of direct experience with certified payroll and Davis-Bacon Act compliance.
• Experience with federally funded projects is highly desirable.
• Knowledge of IRC Sections 45U/45Y compliance is a plus.

Responsibilities

• Compile weekly payroll reports, pay stubs, and timecards for qualifying federally funded projects.
• Review and verify that all employees working on the jobsite are accurately captured in payroll reports.
• Submit reports to third-party consultants for independent review, verification, and conformance.
• Review conformed reports and submit final certified payroll to customers in accordance with federal project terms.
• Certify payroll reports in accordance with DBRA requirements.
• Maintain accurate labor hours, wage classification, and apprenticeship records to support 45U/45Y requirements.
• Track apprenticeship labor hour percentages against phased-in thresholds and document good faith effort when apprentices are unavailable.
• Provide labor documentation to customers, third-party consultants, or customer tax advisors as required under contract terms.
• Coordinate with corporate legal/contracts teams to understand risk-transfer provisions related to PWA compliance.
• Distinguish between DBRA correction processes and IRA correction/cure mechanisms to ensure appropriate escalation.
