Job summary

PMA Consultants is seeking an experienced Proposal Manager to lead the development of winning proposals that support our national growth strategy across diverse markets. You will manage the full proposal lifecycle, shape pursuit strategies, and ensure delivery of persuasive, high-quality proposals.

The role blends hands-on leadership with strategic business development insight, collaborating with a Marketing team that values initiative, creativity, and teamwork.

Qualifications

• Bachelor’s degree in English, Journalism, Communications, Marketing, or related field.
• 5+ years of progressive proposal management experience in the A/E/C industry or related services.
• Experience leading large, complex or multidisciplinary proposals.
• Strong writing, editing, and organizational skills.
• Proficiency with MS Office; familiarity with Adobe Pro, InDesign, Photoshop preferred.
• Experience with NetSuite or OpenAsset desirable.
• APMP Foundation/Practitioner or CPSM certification desirable.
• Experience with public-sector and federal proposals a plus.

Responsibilities

• Lead the full lifecycle of major proposals and qualifications submissions, including competitive and multi-disciplinary pursuits.
• Collaborate with leadership to shape pursuit strategies, including win themes and client messaging.
• Write, edit, and format persuasive proposal content and executive summaries.
• Ensure proposals comply with requirements, branding standards, and quality reviews.
• Coordinate cross-functional proposal teams and manage kickoff, review, and debrief meetings.
• Serve as primary point of contact for proposal inquiries with internal and external stakeholders.
• Maintain reusable content, resumes, and project sheets with Operations and Client Managers.
• Develop templates, tools, and visuals to support efficient proposal delivery.
• Assist in developing presentations and preparing teams for client interviews.
• Support market research, client analysis, and competitor insights.
