Job summary

PMA Consultants seeks an experienced Proposal Manager to lead the development of winning proposals supporting national growth across markets including transportation, energy, water, education, and healthcare. You will manage the full lifecycle, shape pursuit strategies, and ensure high-quality, persuasive content and executive summaries tailored to client priorities.

Qualifications

Bachelor's degree in English, Journalism, Communications, Marketing, or related field.
5+ years of progressive proposal management experience in the A/E/C or related services.
Experience leading large, complex or multidisciplinary proposals.
Strong writing, editing, and organizational skills with multiple deadlines.
MS Office proficiency; knowledge of Adobe Pro, InDesign, Photoshop preferred.
Experience with NetSuite, OpenAsset or similar CRM/proposal tools desirable.

Responsibilities

Lead the full lifecycle of major proposals and qualifications submissions.
Collaborate with leadership to shape pursuit strategies, win themes, and messaging.
Write, edit, and format persuasive proposal content and executive summaries.
Ensure proposals meet requirements, branding standards, and quality reviews.
Coordinate cross-functional proposal teams and manage kickoff to debrief meetings.
Serve as primary contact for proposal inquiries with internal and external stakeholders.
Maintain reusable content, resumes, and project sheets with Operations and Client Managers.
Develop proposal templates, tools, and graphics to improve delivery efficiency.
Assist in developing presentations and client interviews preparation.
Support market research, client analysis, and competitor insights.
