Job summary

Heartland Consulting seeks a Program Manager for Analytics, AI Readiness, and Process Modernization. You will design dashboards, automate reporting, validate data, and lead AI-ready initiatives across DOI OCFO.

Expect collaboration with Acquisitions/Grants Policy, Financial Systems, and Accounting Operations, with a focus on governance, metrics, and scalable automation. You will build SOPs, playbooks, and workflow maps while guiding cross-divisional teams through future-state design and pilots

Qualifications

Bachelor's degree in information systems or related field; master's preferred.
10+ years in program/project management with analytics or modernization experience.
Hands-on use of Power BI for operational dashboards.
Experience with Power Automate / Power Apps or RPA.
Ability to map current/future-state workflows and draft SOPs.
Experience in federal or large-enterprise environments.
U.S. work authorization and ability to pass background checks.
Available to start around 21 September 2026.

Responsibilities

Design and maintain Power BI dashboards for KPIs at division and enterprise levels.
Stand up automated reporting using Power BI, Power Apps, and Power Automate.
Validate data sources; ensure reports align with OCFO standards.
Identify process inefficiencies and automation candidates with root-cause analysis.
Produce analytic backbone for weekly, monthly, quarterly leadership reports.
Prepare analytic summaries and historical trend packs for reviews/audits.
Lead OCFO AI-readiness work with divisions and future-state design paragraphs.
Recommend tools from the DOI FedRAMP-approved set for automation and AI.
Design automation pilots with requirements, tests, and metrics.
Evaluate division AI readiness and align with Copilot work underway.
Own the OCFO-wide AI Opportunity Register with status and outcomes.
Map current-state workflows; update SOPs, guides, templates, and diagrams.
Build low-code automation for FBMS, Power Apps, S/4HANA, SharePoint.
Deliver artifacts: AI Opportunities Briefing Deck, dashboards, and SOP playbooks.
