Heartland Consulting seeks a Program Manager, Analytics, AI Readiness, and Process Modernization to lead data-driven dashboards and automation across Indian Affairs CFO functions. Qualifications

• Experience with Power Automate and/or Power Apps, RPA, or similar workflow automation.
• Ability to write and socialize AI/automation use cases with current/future state mapping.
• Experience standardizing workflows and writing SOPs in federal or large-enterprise settings.
• Familiarity with ERP/financial systems (FBMS, SAP S/4HANA) and data reconciliation.
• Strong writing and independent program management across divisions.
• Eligible for U.S. work authorization and ability to start around 21 Sep 2026.

Responsibilities

Program Manager, Analytics, AI Readiness, and Process Modernization

Position title

Program Manager, Analytics, AI Readiness, and Process Modernization - DOI Indian Affairs, Office of the Chief Financial Officer (Contingent on Award)

Company

This seat supports a task order under the Indian Affairs Business Support Services (BSS) IDIQ.

Location and schedule

1. Remote / work-from-home or Heartland site, CONUS. Occasional travel to Indian Affairs locations as required.

1. Duty hours: 8:00 a.m. to 5:00 p.m. Eastern Time, Monday–Friday, Federal holidays off. Occasional evening or weekend support during year-end close, audit, or leadership events.

1. Government-furnished laptop and PIV card after a successfully adjudicated background investigation.

About the role

OCFO wants two things at once: control of today's operation and a credible path to tomorrow's automation. You will be one of two Key Personnel Program Managers. You are the builder: dashboards that leadership uses, process maps that stick, SOPs that match the systems people actually log into, and AI / automation use cases that can survive DOI security and FedRAMP constraints.

Your counterpart (Program Manager, Strategic Integration) owns the leadership cadence, the program tracker, and cross-division coordination. You feed that cadence with data, prototypes, and standardized workflows. You will work across Acquisitions/Grants Policy and Operations, Financial Systems, Financial Reporting and Analysis, Accounting Operations, and Internal Evaluation and Assessment.

What you will do

1. Design and maintain Power BI (or equivalent) dashboards covering performance trends, cycle times, SLA adherence, workload distribution, accuracy metrics, and other KPIs OCFO leadership needs at division and enterprise level.
2. Stand up automated or semi-automated reporting using Power BI, Power Apps, and Power Automate so manual compilation shrinks and numbers reconcile.
3. Validate data sources and keep reports consistent with OCFO standards. When the dashboard and the source system disagree, you find out why.
4. Use analytics to find process inefficiencies, unused system features, recurring error patterns, and automation candidates. Bring recommendations with a root cause, not a chart.
5. Produce the analytic backbone of weekly, monthly, and quarterly leadership reports: narrative, visuals, trend summaries, risk indicators, and actions.
6. Prepare analytic summaries, metric snapshots, and historical trend packs for internal and external reviews and audits.
7. Lead OCFO AI-readiness work. With each division, write a current-state paragraph (pain, manual steps, systems, workload drivers) and a future-state paragraph (how an approved tool improves cost, speed, accuracy, transparency, or customer experience).
8. Recommend tools from the DOI-approved / FedRAMP-authorized set: AI-assisted document generation, predictive analytics and anomaly detection, Power Platform workflow automation, intelligent routing and workload balancing, and data extraction / validation / transformation.
9. Design automation pilots: requirements, sysadmin coordination, test scripts, pilot metrics, lessons learned, and the recommendation to scale or stop.
10. Evaluate division AI readiness - workforce comfort, training needs, data availability, system constraints, and governance - and align recommendations to Copilot-assisted work already underway elsewhere in Indian Affairs.
11. Own the OCFO-wide AI Opportunity Register (use case, impact, decision, status, risk, blocker, pilot outcome).
12. Map current-state workflows, strip friction (redundant approvals, broken intake, unstandardized procedures), and draft or update SOPs, quick reference guides, templates, job aids, workflow diagrams, and decision trees.
13. Build low-code automation (SharePoint-driven workflows, Power Apps forms, AI-assisted document generation) that is practical inside FBMS, Power Apps, S/4HANA, and SharePoint.
14. Deliver the artifacts your seat owns: AI Opportunities Briefing Deck, Monthly Performance Dashboards, and the SOP / playbook / workflow-map suite.

Required qualifications

1. Bachelor's degree in information systems, data analytics, business, finance, industrial engineering, or a related field, or equivalent progressive experience. Master's degree preferred.
2. Ten or more years of progressively responsible program, project, or technical-program management experience, including substantial hands‑on analytics or process‑modernization work. (Candidates with 12+ years of enterprise integration and systems modernization may be mapped to the Project Manager III labor category.)
3. Demonstrated production use of Power BI (or equivalent) for operational or executive dashboards - not classroom exposure.
4. Working experience with Power Automate and/or Power Apps, RPA, or comparable workflow automation.
5. Ability to identify, write, and socialize AI or automation use cases, including current‑state mapping, future‑state design, and pilot framing.
6. Experience standardizing workflows and writing SOPs in a federal or large‑enterprise environment.
7. Familiarity with enterprise financial systems (FBMS, SAP S/4HANA, or comparable ERP) and with pulling or reconciling data across multiple organizations.
8. Strong writing. You will turn analysis into leadership‑ready products.
9. Ability to operate independently as a Program Manager supporting multiple client divisions.
10. Must pass a federal background investigation and be eligible for a PIV card. U.S. work authorization required.
11. Must be available to start on or about 21 September 2026.

Preferred qualifications

1. Direct experience with Indian Affairs, BIA, BIE, BTFA, DOI OCFO, or a comparable civilian CFO shop.
2. Deployed RPA, Copilot, or other FedRAMP-authorized AI in a federal financial, grants, or acquisition process.
3. Audit‑readiness analytics (cycle‑time, exception, journal‑quality, or similar).
4. Power Platform certifications, PMP, Lean Six Sigma, or equivalent. Not required.
5. Experience coordinating with system administrators to land a workflow in a production federal system.

Compensation and status

1. Full‑time. Competitive salary commensurate with the BSS Program Manager labor category and candidate qualifications, plus Heartland benefits (medical, dental, vision, retirement, PTO).
2. Employment is contingent on task‑order award, successful background investigation, and verification of qualifications.

Final compensation based on education and experience.
