Job summary

GovCIO is seeking a Training Specialist/Instructional Developer to support analysis, design, and development of U.S. Navy training products.

The role is fully remote but will support NAVEDTRA-aligned standards and collaborate with Government SMEs to ensure accurate instructional content. Required: Bachelor's with 2–5 years of experience and a Secret clearance; preferred experience in instructional systems design, scriptwriting, and storyboard development, with familiarity of Adobe Captivate,

Qualifications

• Bachelor's degree or commensurate experience
• Experience in instructional systems design, curriculum development, or training development
• Ability to translate technical requirements into effective learning solutions
• Strong scriptwriting and storyboard development skills
• Experience collaborating with technical SMEs
• Ability to obtain and maintain required access for Navy networks and training systems

Responsibilities

• Lead front-end instructional design activities with Government SMEs
• Transform technical information into structured instructional content
• Develop, map and review learning objectives to training requirements
• Write instructional scripts for interactive and web-based training
• Create detailed storyboards communicating content, interactions, graphics and assessments
• Coordinate with multimedia developers to meet NAVEDTRA standards
• Facilitate SME reviews and incorporate feedback
• Ensure products conform to NAVEDTRA standards and government requirements
• Apply instructional design principles and adult learning theory
• Organize information into learner-centered sequences
• Design interactions, knowledge checks and assessments
• Collaborate with multimedia and technical developers
• Review multimedia against approved storyboards
• Participate in government reviews and QA
• Maintain traceability across requirements, objectives, content and assessments
• Support production schedules and milestones
