Job summary

GovCIO is seeking a Training Specialist/Instructional Developer to analyze, design, and develop Navy training products. The role focuses on front-end instructional design, SME collaboration, and mapping learning objectives to NAVEDTRA standards.

The position emphasizes scriptwriting, storyboard development, and coordination with multimedia developers to deliver effective, standards-compliant training content for Navy learners.

Qualifications

• Bachelor's degree with 2-5 years (or commensurate experience).
• Proven instructional systems design, curriculum development, or training development experience.
• Experience translating technical requirements into effective learning solutions.
• Strong scriptwriting and storyboard-development skills.
• Ability to obtain and maintain required Public Trust access.

Responsibilities

• Lead front-end instructional design activities with Government SMEs.
• Transform technical information into structured instructional content.
• Develop and map learning objectives to training requirements.
• Write instructional scripts for interactive and web-based training.
• Develop detailed storyboards communicating content, interactions, graphics, and assessments.
• Collaborate with multimedia developers to meet NAVEDTRA standards.
• Facilitate SME reviews and incorporate feedback into products.
• Ensure compliance with NAVEDTRA standards and Government requirements.
• Apply instructional design principles and adult learning concepts.
• Organize technical information into learner-centered sequences.
• Design instructional interactions, practice opportunities, and assessments.
• Coordinate with developers throughout the lifecycle.
