Job summary

Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks an experienced Monitoring, Evaluation and Learning (MEL) Lead to provide technical leadership in MEL systems, data governance and use for program improvement. This remote role supports EGPAF country teams across sub-Saharan Africa, aligning with GHSD and CDC funded initiatives.

The MEL Lead will collaborate with DHDA and TE teams, strengthen HMIS integration, ensure data quality, and drive evidence-based program decisions while advancing

Qualifications

Advanced degree (MPH, MSc) in Public Health, Biostatistics, Epidemiology, M&E.
Minimum of 10 years progressive M&E experience in HIV/AIDS and MNCH programming in sub-Saharan Africa.
Experience with U.S. government-funded programs (GHSD, CDC) and transition planning.

Responsibilities

Lead MEL plans and framework development for DoS and CDC funded projects.
Design and implement PMEPs, indicators, milestones and targets with global leads.
Develop and strengthen data systems for milestone-based MEL and HMIS integration.
Create dashboards for data access and program performance management.
Ensure data quality with QA/QI activities and MDAs.
Collaborate with country programs and donors to support MEL capacity building.
