Job summary

BKF is seeking a Project Manager for Housing Element services to lead project delivery and help drive growth in 7th cycle updates. You will manage housing element projects from analysis through HCD certification and coordinate with planning, environmental, and engineering teams.

The role combines technical project leadership with business development, pursuing new opportunities while maintaining strong client relationships and public engagement efforts.

Qualifications

• Minimum of 5–7 years of experience in community planning with Housing Element focus.
• Experience as Project Manager or lead team member on a 6th cycle Housing Element update.
• Knowledge of RHNA methodology, site inventories, rezoning, and AFFH analysis.
• Experience in business development including proposals, RFP responses, and client presentations; seller-doer preferred.
• Strong community engagement skills with public meetings and outreach materials.
• Excellent written and verbal communication for complex housing policy topics.
• Highly organized and able to manage multiple projects in a fast-paced consulting environment.
• Remote/hybrid position; preference for Bay Area or LA metro candidates.
• Willingness to travel to project sites and offices as needed.
• Bachelor’s degree in Urban Planning/Public Policy; AICP preferred.

Responsibilities

• Project Management & Delivery: manage housing element update projects, background reports, site inventories, rezoning, and public engagement through HCD certification.
• Budget/schedule control and subconsultant coordination to ensure quality delivery.
• Guide clients through HCD reviews and evolving housing laws.
• Coordinate with planning, environmental and engineering disciplines.
• Business Development & Pursuit Leadership: lead strategy to identify and pursue 7th cycle housing element opportunities in Bay Area/LA.
• Track RFPs and prepare proposals with Practice Lead and BD team.
• Build relationships with city/county staff, HCD, and housing stakeholders.
• Contribute to planning sector sales and booking goals.
• Community Engagement: lead outreach, workshops, stakeholder meetings, and public hearings with an equity lens.
• Develop accessible outreach materials communicating housing policy concepts.
• Client Engagement: be a key contact for clients and represent the firm at events.
• Collaboration & Team Development: work with BKF planning and other service lines; mentor junior staff; promote collaboration.
