Job summary

GovCIO is seeking an experienced Management Solution Architect to lead growth initiatives and craft management-focused solutions for large federal IT proposals. The role centers on developing approach content, transitioning plans, staffing strategies, and win strategies with no direct customer interaction.

The position is fully remote within the United States, with a base salary in the USD 140,000–160,000/year range.

Qualifications

• Bachelor's degree required with 8+ years experience creating management solutions and leading prime, competitive Federal IT proposals.
• Ability to analyze solicitations and synthesize customer requirements on short timeframes to build management solution elements.
• Proven ability to own sections of a proposal and work with SMEs to craft content.
• Strong writing, reviewing, directing of proposal sections across topics and domains.
• Excellent communication and collaboration with executives, technologists, graphics artists, writers, and consultants.
• Understanding of Federal procurement processes and contracting vehicles (e.g., Alliant 2, CIO-SP3, GSA Schedules, VA T4NG).
• Experience with think-draw-write approaches and rapid, iterative content production.
• Ability to balance attention to detail with fast, high-quality content delivery.
• Willingness to lead a demanding, fast-paced proposal effort and respond to feedback.

Responsibilities

• Architect comprehensive management-focused solutions for large federal IT programs ($100M+).
• Lead analysis of solicitation requirements and create high-quality proposal content for approach elements.
• Conceptualize graphics and slide decks showing management solutions tied to client needs.
• Coach architects and authors throughout the proposal lifecycle to improve content quality.
