Job summary

Washington State Department of Ecology, Office of Chehalis Basin, is seeking a Fiscal Manager to direct grants, contracts, and budgets in a mid-sized program. The role supports a $75M biennial budget, four grant programs, and a three-person team. Telework is allowed with minimal in-office meetings.

You will translate complex budgets for leadership and the Board, set policy, and coordinate with state budget offices to ensure compliant, effective investments.

Qualifications

  • Leadership and people management experience with staff development.
  • Ability to develop and manage complex budgets and explain financial information clearly.
  • Proficient in grant and contract management from development to closeout.
  • Experience building collaborative internal and external partnerships.
  • Strategic planning to align resources with goals.
  • Skilled in organizing program activities to meet objectives.
  • Ability to analyze fiscal data and prepare leadership reports.
  • Knowledge of procurement rules and compliant contracting processes.
  • Proficient with Microsoft Office (Excel, Word, PowerPoint).

Responsibilities

  • Set fiscal direction and policy for grant programs totaling ~$30M per biennium.
  • Manage a biennial budget of ~$75M and translate funding into state systems.
  • Lead capital budget development and monitoring.
  • Oversee grants and contracts lifecycles and compliance.
  • Provide strategic guidance to leadership and Board on budget issues.
  • Supervise a three-person team and ensure timely deliverables.
  • Serve as fiscal liaison with the Board and budget offices.
