Job summary

Washington State Department of Ecology seeks a WCC Administrative Operations Manager (Natural Resource Specialist 5) to lead financial and program operations for the Shorelands & Environmental Assistance (SEA) program.

The role oversees federal grant activities, reporting, and evaluation while guiding a team of five staff and coordinating with finance and HR units. Telework and flexible scheduling are available.

Qualifications

• Eight years of experience and/or education related to the duties of the position.
• Federal Regulatory Compliance – interpret federal rules and maintain compliance.
• Grant Application and Management – prepare complex federal grant submissions.
• Program Evaluation – design evaluation plans and measure performance.

Responsibilities

• Lead agencywide compliance for a $2 million AmeriCorps grant and ensure timely reporting.
• Prepare Ecology’s annual AmeriCorps grant application with strategic plans and measures.
• Represent Ecology with Serve Washington, AmeriCorps staff, and partners as a compliance expert.
• Design and submit program evaluation plans using methods like BACI.
• Lead development and updates of section policies and internal communications.
