The Wilkinson Firm seeks an independent consultant to build a federal capture and proposal function, reporting to the GovCon Division Lead. You will own opportunity identification, qualification, and the capture-to-proposal lifecycle from first signal through awarded contracts.

The role supports multiple divisions, operates remotely with quarterly DC travel, and is hourly with a three-tier rate band. Typical commitment is 10–40 hours per week, with bonuses tied to award outcomes.

Qualifikationen

• 7-15 years in federal capture, proposal management, or BD for GovCon firms.
• Documented track record capturing $1M+ federal contracts.
• SAM.gov fluent; familiarity with FAR/DFARS terminology.
• Experience with set-asides (8(a), HUBZone, WOSB, SDVOSB) and certifications.
• Shipley-trained or equivalent is a plus.

Aufgaben

• Identify and qualify federal opportunities across SAM.gov, GSA Schedules, agency forecasts and channels.
• Lead capture-to-proposal lifecycle: assessment, teaming strategy, technical/price strategy, color-team reviews, submission readiness.
• Maintain capture playbook: criteria, gate reviews, win themes, competitive analysis.
• Manage prime and sub partner relationships and GovCon POC management.
• Develop set-aside strategy and coordinate certification work with GovCon leadership.
• Provide pipeline visibility and reporting to firm leadership.
• Coach the Proposal Manager and Federal Account Executive seats as they come online.
