Job summary

GovCIO is seeking a Senior Financial and Budget Analyst to support ICE DHS with budget formulation, execution, data analysis and reporting. The role focuses on strategic management, stakeholder briefings, and developing financial deliverables, including white papers and risk assessments, in a fully remote setting.

Qualifications

• Bachelor’s degree or commensurate experience.
• 10+ years in dynamic customer delivery environments.
• Experience delivering for DHS or US government agencies preferred.
• 5+ years in federal financial and budget analysis.
• Strong program planning, scheduling, budget planning/formulation and cost analysis.
• Proven project management, data analysis and analytical abilities.
• Ability to work independently in a fast-paced setting.
• Ability to lead analysts and foster collaboration with stakeholders.

Responsibilities

• Provide strategic guidance and portfolio management to stakeholders.
• Participate in budget formulation and execution processes.
• Provide briefings to senior internal and external stakeholders.
• Develop costing data and program analysis to capture financial savings.
• Capture budget requirements and analyze portfolio issues; lead resolutions.
• Develop financial management deliverables (white paper, issues paper, risk assessment).
• Analyze candidate projects to justify, prioritize and structure value.
• Assist in Multi-Year Planning activities.
• Coordinate Budget Formulation exercises with stakeholders.
• Develop leadership briefings to elicit budget and project issues.
• Monitor year-end budget execution; ensure timely obligations.
• Lead budgetary needs analysis and align with mission needs.
• Collaborate with team to address changes and expeditious solutions.
• Translate complex issues into a clear, concise narrative.
• Prepare meeting agendas and create succinct visualizations in PowerPoint.
